Homeless in Illinois: Who, Where and How Many?

This article writes about the treatment and abuse by some of the victimized homeless and 1 individual in particular named Darrick, is beaten by 3 hispanic individuals because of his disease and living condition.   To me Darrick is representative of many people today who are homeless and victims of today's economy.

The victims are any where, from drug addiction, mental illness or domestic violence.   "Female victims of domestic violence represent 56% of the homeless."  I found it interesting that the city of Chicago was allocating only $3.00 per homeless resident much less than it's predecessors according to a May 24th, Time Magazine article.   I find this appalling and disgraceful that this is all they receive and are fined and penalized for amounts of money that they don't have, this is disgraceful!
